Four of Lincolnshire's district councils are considering joining forces.
Boston Borough, East Lindsey and South Holland already work together as the South & East Lincolnshire Councils Partnership. Now they and West Lindsey District Council will consider proposals to explore a wider four-council partnership, aimed at increasing capacity and making savings.
All four councils will debate the idea in December. If they agree, work will begin on a business case, with further reports in February and March.
The leaders of East Lindsey, Boston and South Holland said: "We are also very clear that we have no confidence in the Government delivering local government reorganisation, and yesterday's news confirmed our suspicions, so we therefore need to take control of our own destiny as Councils." They stressed that discussions are at an early stage.
Cllr Jackie Brockway, leader of West Lindsey District Council, said the proposal was a chance to explore whether a wider partnership "could bring further benefits for residents".
